BSA has revised the ages for when youth can join Scouts. Now a Cub Scout that has completed their Arrow of Light Rank, can bridge over to Scouts BSA, as long as they are 10 and in 5th grade. 

Youth that are not previously in Cub Scouts can join Scouts after as they are 10, in 5th grade.

Scouts can stay in Scouts until they turn 18.
